It is always possible. I believe it is always possible for these conflicts to be limited. An intervention, an international intervention, could have prevented it and could have minimized it. But I'm very skeptical when it comes to these international interventions, especially in these former colonies. There are lots of people who have interests, and who support groups against other groups; and this has--it's very clear that a country like France could have come in to intervene and has the means to intervene, but it would have sided with the Hutus like it did in Rwanda. So my problem with international intervention is when they really cease to be neutral and work with the goodwill, the good intention of solving people's problems, especially protecting people. It's really protecting human lives. Again, when we see what happened in Rwanda with the presence of the French and the UN peacekeepers moving out immediately as the genocide started, I'm very skeptical that any fair intervention would have been possible in Burundi at that time. It looks like there was again--I could even call it a conspiracy. There was some kind of conspiracy that would not solve any problems for the Tutsis in that region.
