In the case of genocide, you always have perpetrators, and you have also people who do the killings. So you have, for instance, the theorists, the leaders, the planners. The planners usually happen to be the politicians, happen to be the people in power, but they’re not doing the killings. They have people that do it for them, such as the military, such as the militias, and sometimes civilians. In Rwanda it was both: you had the military, the militias; we also had civilians were using machetes, and using spears and arrows and axes and so on to kill people. So it is really the planners, okay, who use the civilians, who use the masses to do the killings. But the planners happen to be people in power.

When the Holocaust took place in Germany, Germany was at that time the most developed country on Earth—intellectually, economically, artistically, and so on. So it’s very difficult for us to understand how any educated people would do such a thing, if indeed educated people can do those kind of things. So yeah, I expect that it can happen anywhere on Earth. In Rwanda also, it was not, as I just said, the masses who planned genocide. There, too, it is people who got their Ph.D.s and degrees from the US, from Canada, from Western Europe and so on. So yeah, I expect that genocide, if it happened in Germany, it happened in Rwanda and other countries, it is indeed a threat to humanity.
