The UN, you’re right, has many responsibilities; but you have also to remember that the UN also has what they call the Blue Helmets, the UN troops, UN army. It’s there already. So, I think that what has to be done is to define its role. So, I don’t see why the army should be there without doing anything. So yeah, the force is there already, but what has to be done today is to define what the role of the army should play. I remember, for instance, that during the genocide, eight UN soldiers from Belgium were killed. They had weapons, but that is not why they were killed. It’s because apparently, they are not allowed to use those weapons. They were killed by the Rwandan government troops. But their lives could have been saved if they were able to protect themselves. So clearly, I think that having an army which is useless doesn’t make sense. I think that the UN has a responsibility to prevent, to stop killings, to stop massacres, to stop genocide, because I think it has the means to do so.
