Well, this is September 8, 1999, and the situation in East Timor has cascaded into anarchic violence within the last few days, literally. And Secretary Albright is deeply engaged in pressuring the Indonesian government to respond with disciplined military force to the militia threat in East Timor and to do so with the laws of war very much in mind, and not to be a part of the problem but part of the solution. Now, we’ve made it very clear that if that cannot be done within a very short period of time, within the next couple of days—and there’s a Security Council team in Jakarta right now discussing this with the Indonesian government—that it’s extremely important for the Indonesian government to invite the international community in to get that job done. If they can’t do it, then the international community needs to be in a position to be able to do it. And quite frankly, this does constitute a very rapid response to what is occurring in East Timor. But, as in any situation around the world, you are confronted with certain obstacles, and you have to deal with each of those obstacles in order to stop this rampage through East Timor. And that’s precisely what we’re trying to do at this time.
